I’m surprised you didn’t mention the fact that the phantom’s wings look torn, since your theory was that Ender Dragons were hunted mainly for their wings
How did the Illagers know about the what was housed in the End? (Namely the Ender Dragon). The End portal is one way, thus no survivors could return to tell the story of the Ender Dragon. This lack of a way back is the entire basis for the theory that the Ancient Builders turned into Endermen...
Your lore theory is generally a lot like halos lore. An ancient race leaving behind abandoned structures and relics after retreating from a horrible plague of their own design, and the player being a reclaimer of that mantle of responsibility. Lots in common

The Ender Dragon we see is the last one, we have no idea if there were different species, which might explain the similar yet different design. Almost like Drake and Dragon, the End could have been swarming with many species, but they were all hunted to extinction, my theory is that they were hunted to create Elytras, the ships we see might have been for hunting them. It seems like the Ender Dragon has some connection to the overworld, some living "phantoms" could have been sent there, and after feasting on undead for so long they were changed to something else.
Although this theory does explain many aspects, it raised a question: “if the illagers made the phantoms from their invision of what they’ve heard about the ender dragon(s), that means someone went into the End, and came back out again” which as we know isn’t possible, considering there’s no portal to go through, once you’re in the End. Unless the dragon is killed. Which it isn’t.
Now, MatPat has a lot to work with the upcoming LORE-FILLED update 1.19: The Wild Update. There is the Disc 5 (odd numbered just like 11 and 13, like a Stranger Things reference); Deep Dark and Skulk items; The Warden; The Redstone Room underneath the deactivated Portal of the Ancient City; The Illageralt script, the third script in Minecraft after the enchanting language (first) and the End Crystal or Ender script (second); and Allays (the word allay means: diminish or put at rest).
I personally think it’s much more simpler than that. This creature is based off of a manta ray, so I am thinking that the ancient builders could have hunted them in the ocean as delicacy, until eventually they turned into undead wraiths haunting the sky.
I have watched every Minecraft theory (in this channel) and this is one of my favorites. Even though it was difficult to get all the evidence on point, everything makes absolute sense. I like it when you guys come up with logical behaviours that characters may have due to their past actions - like you did with the illagers. This video is flawless. Even the sponsor part was great!

I think you should definitely check out Minecraft Dungeons. It adds a lot to the Minecraft lore, especially for the illagers, endermen, and drowned.
I really love this theory but there is one problem, specifically with part towards the end about illagers hearing tales of dragons and finding elytra. How would they have heard those stories from the builders when the end was a one way trip? A lot of the enderman/ancient builder connection is built on the idea that they got stuck there, so how would they have come back from the end to share their tales?
When I was little I used to tell my siblings that Phatoms were baby ender dragons. Guess I wasn’t to far off 😂
